The title is a little misleading but is it possible to make a account creator/ generator so u and i can make a account for pbe?

becouse it is possible to almost make an account on the pbe site by stopping it but cant change server so account cant be made

what im saying is is it possible to make a tool that stops the site just that far that u can make the account and it doesnt link u to the forums?
