[Suggestion] Vouches

Area above, there could be another erm whatever it is called. 'Vouches'. Basically Users can choose to 'vouch' for the person however there should be a certain requirement for users to vouch other people (Mods can decide the requirement) so as to prevent people making multi accounts to vouch themselves.

A plugin has been tried before, but with no success.
