Alright, so we've all heard about Garry's shit game getting a new anti-cheat and all, you're probably wondering "Well, how do I stay safe?!" It's not that hard, actually.
Step 1. Move any and all modules / your Lua folder to your desktop, remove every cheat you have, and don't bother to inject ANY bypass at this point in time.
Step 2. Open the Library on Steam
Step 3. Find Garry's Mod
Step 4. Right click -> properties -> Local Files -> Verify integrity of game cache
Step 5. Let it recover every file it needs (this will create a new Lua folder.)
Step 6. Don't add ANYTHING to your Lua folder.
Step 7. As a precaution, clear out your entire data folder (whether it be deleting it or moving it.)
Step 8. Verify again, let it regrab all the files it requires.
Step 9. Open Garry's Mod
Step 10. Try to start a singleplayer server, are you banned?
Step 11. If the answer is No, you're not banned.
Step 12. If the answer is Yes, R.I.P. I hope you have alt accounts.

These bans have been collected for a great amount of time. This is just preventional I guess.
So yeah as you said, it's not an active ban system. He's just collecting stuff and then apply the bans in an update. So this is still a good prevention method.
