Black Ops II "Steam must be running to play this game."

This problem does not occur all the time! When I restart my steam it gets fixed but it happens at least twice a day which is getting to really piss me off. It happens with Black Ops I as well on my other account. Is there a way to permanently fix it? I tried running steam as administrator but didn't work. It still happens after some amount of time and then I have to restart my steam in order to play. Thanks.

Running steam as administrator always works for me. Sometimes when that doesn't work you should try verifying integrity of game cache.

I have steam set to start up when my PC starts and is it possible so that it will be run as administrator when my PC starts? Thanks.

Yes I think it is possible just click run as administrator and click remember me.

What do you mean click "remember me"? I don't see such option when I Right Click on it and click "Run as Administrator"

Sorry if you did not understand but this is what you do:
Go to steam.exe
Right click
Go to the compatibility tab
Click run this program as an administrator and click apply

So whenever steam is started it will run as administrator.

Steam starts too early, when you're not fully connected to the internet, and you get into a weird glitchy online mode, you just have to restart it every time when you start your PC, or don't start it up on PC bootup and make a shortcut on your desktop.
Same happens with me on Origin

It even happens when I don't make it start on bootup. When my PC is fully started up, everything is fully working, connected to the internet fully, i go watch some youtube videos and then after I am done I start up steam everything works great I can play the game then I leave the game, go back to doing something else and after I am back after a few hours or something like that and the error happens -.-
