CAEU Setup is not starting!

hey mpgh guys

after 3 years i wanted to check out what happened to ca, so i downloaded it from the official website. now here comes my problem, i cannot open the launcher. if i double klick it, it creates an empty txt file called "NGN" and nothing happens.

what i already tried to solve my problem:

-downloaded older installers
-tried running as admin
-tried xp sp2,3 and vista 1 mode

about my system:

-win 7 64bit
-service pack 1 installed
-all updates from winupdate installed

i hope you guys can help me!

Have you Tryed Re-installing Combatarms ? delete the game first ect... then re-install then the game should work
