    FPS Lag | Stutter lag

Hello guys, I just got my new fresh Black Ops II key and a new TEMPORARY laptop till I get my new pc (in 4 months).
So before this laptop, I owned a gay laptop with 1.6 GHz, 6 GB ram and an integrated intel hd graphics card with 127 MB VRAM.
Now on this laptop, I am the proud owner of an ATI Mobility Radeon HD 4200 which has 384 MB VRAM. I can play mw2 with spec map on + high settings with around 40-60 FPS. I also can play MW3 on low settings with 60-90 FPS. But one problem is Black Ops II, so let me start off; on my old laptop, I could not load maps fast so I could only play on Hijacked, Nuketown 2025, Express and Carrier. I could play on those maps WITHOUT any lag. But on this laptop, I amazingly load the map fast as fuck, I do get stuck at awaiting textures for awhile but then I am ingame. At the menu/lobby screen I have around 60 FPS, but when I go in-game I have around 20 FPS and I am lagging as fuck. Does anyone have a fix for me? I would love to have a fix for this, cause I'd like to play the game smooth like mw2 and mw3. Therefore, I thank you for reading this and I am terribly sorry for my gay English grammar and punctuation.

    Specs on old laptop:

    6 GB RAM
Intel Celeron Dual Core 1.6 GHz
Intel HD Graphics Family 127 MB

    Specs on this temporary laptop:

    4 GB RAM
    AMD Athlon(tm) II Dual-Core M320 2.10 GHz
ATI Mobility Radeon HD 4200 Series 384 MB VRAM

Like the person above me saying black ops 1 ,2 are not optimized but the 4200m isn't that powerfull to run this game and black ops 2 doesn't support directx 9 like mw2 , mw3 , but i have something that may increase your fps a bit open your videocard's driver and change Anisotropic filtering from any value to X2 you will lose some quality put it'd decrease lag .

I put AF on "Box" and that made me play mw2 on high settings. Also, I played bo2 on the weakest graphics card ever, Intel HD Graphics 127 MB VRAM and I did not lag on maps. Now, therefore I am lagging in Nuketown, Hijacked and any other map while I did not lag on that particular map on that graphics card which can't even play mw2 WITHOUT fps booster on low settings above 50 FPS.

Your PC isn't designed to be playing Black Ops 2, even 1, at a decent frame rate.
Infinity Ward have a higher-reputation with a greater optimization in their games.

As I stated before, I was running BO2 FLAWLESSLY on the old laptop which is more CRAP than this one. So I don't see why I am getting lower framerates on this laptop than the other one. Besides, AMD is well-supported than Intel on BO2.

The minimal requirement for bo2 is a Radeon HD 4650.

Perhaps a PC part in the new laptop has failed?

That could be the problem since this laptop has certain "issues" as the battery is weak and can't hold me playing mw2 maxed out for 30 minutes without loading.

First off doing a simple 'dxdiag' check could help. ^ ^

Well, I already did. I don't see anything that I did not know in here.

It's in dutch, but you can get the picture of it.
