Yes it is rare that you get IP banned from combat arms but i have been IP banned from it before.

Its just a simple IP address changer made with c++ and DOS commands.

the way ip changers work is it renews the connection between your comp and your ISP's server. For verizon if you unplug you modem for about 30sec it will have the same result.
