Don't know about any skin mods or skin hacks. But there are custom skins and they are completely free to install.

That thread is from 2011. Super outdated.

Main source for lol custom skins is leaguecraf*****m website. You need to use Skin Installer Ultimate software to install skins. Be warned - on that website over 50% of skins don't work.

Leaguecraft skins don't really work anymore after that new patch (3.11) All the skins in there need to be updated and there are no new ones. Not yet at least.

Leaguecraft skins work. The program skin installer ultimate no longer works after 3.11 patch. So now there is no way to install custom skins.
