GTA V wont be coming out till almost next year like what they did with GTA IV.

You do know how the cpu plays into rendering graphics right?
You can buy a 50-100$ card and have a I7 and run BF3 on ultra at 60-100 fps so in this you could play GTA V with really good fps on decent settings. This does not mean to buy a really cheap gpu just means you don't need a really expensive one to use.
Your gpu is not going to be doing the math for you, but you will still need a decent gpu to take the load off the cpu.

If he has a more modern video card like a GTX series card or a Radeon HD 5000+ then he should be fine.
