I have done this and it has made my game run smoothly!

Go to Nvidia Control Panel

Program Settings, Select iw6mp64_ship.exe

FXAA - OFF
AA Gamma Correction - OFF
Max Pre-Rendered Frames - 1
Multi Display - Single Display Performance Mode
Power Management - Prefer Max Performance
Threaded Optimization - ON
Vertical Sync - ON

The fix for lobby stuttering is really easy, all you have to do is appear offline in steam. And make sure you disable steam in game overlay.

For some reason if you have over 50 friends on steam, you get a bunch of freezing in the menus/lobbies.

i did all those settings and it kinda got worst for me.

4 makes frames very consistent and helps cope with the double render, 1/2 framerate when scoped in.

Hey guys the best solution is to install older driver ! I got a GTX690 and I was on v331.65: The game stuttering a lot then a friend told me to try older driver and I'm curently on v320.18 and all stuttering gone ! Game running perfectly now !
