If you read Riot's own post, you would know it's true.

At the moment there's the thing called "Pre-season", where you can still gain elo, you just won't get any more rewards.

The pre-season ends in 2014 January, where the Season 4 will start and then the placement matches will come

You don't decay during the preseason, unless you are Challenger.

If I understand your question correctly, then yes - you do not need to play ranked, as your elo won't decay in the pre-season, UNLESS You are CHALLENGER tier.

Well if you play now you can just continue rising and it will be easier to be placed higher next season.

ohhhhh..ahaha now i get it..xD well i am stuck at silver 5 on promotion series..xP well i guess i'll avoid it since it doesnt change much..xD
