Okay i know what is happening here. This error has nothing to do with your firewall or anti virus blocking it. Here are steps to fix this problem:

1: Delete everything in Chrome. (View Screenshot for reference) --> https://i.imgur.com/Gw4qW4j.png

2: Redownload Chrome here. https://www.google.com/intl/en/chrome/browser/

3: If none of that works download Firefox. Download Firefox

4: If none of that works then i'm sorry to tell you but i don't know what else to do.
