    Restarting has normally helped me with this error.
    If it still doesn't work:
    Try renaming ClientRegistry.blob file:
    Find it in Steam folder and rename it to ClientRegistryOld.blob
    Try switching to a different content server:
    Settings->Downloads+Cloud->Download Region
    Try refreshing Steam cache:
    Delete appcache and config folders in Steam folder.
