If you actually want to understand what you're doing, and be any good to anyone else, it will take a while. A lot of studying and time on the OS's structure, and how the computer actually operates(Which is transparent to most programmers). But as a reverse engineer, you have to notice and understand the different sides of a program.
If you want to start writing anti-anti-hack, you should start by understanding how an anti-hack is written(which you shouldn't do if you don't understand most of the windows os and how it operates beneath the user and it's processes).
I started when I was 10 with HTML. Most lead programmers start at 16, meaning, you are fully capable of becoming a great programmer. And age isn't a limit. But becoming a good programmer requires passion for the language, and to enjoy writing the actual code, not just seeing it execute. If you're only motivator is to 'ownz the newbz' then stop right now, because you won't get any further then an inexperienced idiot.
