Any help with using mods on Steam?

I don't know if this is where I'm supposed to post this, but I'm just asking for help. Is there any way to use mods on Steam? I've been googling for about 2 hours now and I can't find anything that doesn't involve Liberation, and whenever I use Liberation, it says that Modern Warfare 2 isn't installed when it clearly is. Any help would be appreciated.

Make sure that only one Liberation window is running(as other windows are usually hidden)
And did you run it as admin?

There is definitely only one liberation window running, since I can't even open one. And I have all my Steam games installed in the SteamLibrary folder, but on another drive, would that maybe have something to do with it? Is there a default directory in which Liberation goes searching for MW2?
