Pretty sure you need the entire VIN number and only then you can look up who the car is financed under if it has finance. Otherwise it's pretty darn hard to get any info straight off a number plate. It'd be a massive security flaw otherwise.

You can get the VIN number by looking up the number plate on the vicroads site. https://vre.vicroads.vic.gov.au/

Then it's pretty easy to get an entire car history report after that.
