If you look carefully it says that a credit card was used to pay, and seeing how his English is terrible it's obvious that he's carding this RP. It leads to bans and chargebacks after a month depending on how much you card.

If you get the error try again in 24 hrs message it means you reached the RP limit for the day or your account has been blacklisted to buy any more RP and you'll most likely be ban shortly after you get blacklisted

I won't use it on my main so..

Again and again this pic. We tried from his Pc and mine as well but still this appears. Wasn't a glitch or smth like this, he was charging rp from a ammerican express card.
