I am not really sure what people are using nowadays to play all DLC maps on BO1.

Any help?

I downloaded something called BOOptimizer_v0.31.zip but it seem that this is for console only.Right?

Try to play the game using the RepZ client.
Register on their site, download the client, put it in your BO folder, download the DLCs, put them in your BO folder, start the game .exe, log-in and play.
You can find a link to the DLC files on the site, in case you need them.
