XD when you change to a car, press F3 to change the style,
about the police cars some of them may be buggy, i don't know why, game doesn't support such cars for use, they are just in database and the tool gives you the chance to try them.

no, only you can see the changed car, it's a change only to your only client side.

your antivirus probably blocked this file showing you that is "suspicious evo-gen" try disabling your antivirus or moving this tool in a folder that is white-listed by you in the antivirus.
