Yes he did make his signature, he also has a link to his deviantart right in his signature, check it here.
Many consider topaz as a purely bad thing, as while it does make common art look better, it also limits how it looks (aka: everything looks the same).
Thus, while yes he does often use Topaz, i'd suggest to learn to make nice images without it (I'm not crying over the fact people use it, it just hinders the speed at which you learn IMO), then eventually use it after you're experienced.

The statement you quoted is actually a trick statement, as if i assume somebody is experienced in graphic design, then he/she wouldn't use Topaz mindlessy.
Thus, it was simply a way to iterate the fact i don't see Topaz as a negative thing, but simply as a tool (and while this kind of sentence would make me look as a Topaz addict, i actually never used it).

Let's just say it differently: If you're experienced then you can understand if your artworks would look better or worse with it and why; Thus while experienced people like seyeko don't really mind using it, some others may think of it differently, which would lead those others to simply avoid it by their own.

Aka: the choice of using Topaz or not should be made by yourself, not by others; Making such decision requires some kind of experience.

Too much blur makes the focal seem like it doesn't blend great with the bg. It needs more pop areas to make the piece harmonize.
Also, you forgot to erase parts of an effect layer, there's a huge square overlay on the left portion of the tag..
Effects coming off the arm look pretty nice though.
