What was the most crucial non-decision of the past 100 years?

So far I have in mind the bombings of Hiroshima and Nagasaki, and Hitler invading Russia. I can't think of anything else. Any help would be appreciated, thanks.

Oh yeah, and there is a huge possibility that a bomb would cause it to burn for many days after.. No it wasn't a conspiracy, they hijacked planes that were specifially going overseas with a lot of gas in them, that is why there was such an explosion and it burned for so long.

I think a non-decision worth mention is the bombings at Pearl Harbor.
