Look there are weapons hack that gives you some weapons or all weapons,
you only need to find the code for the hisec key [black or grey...] and then you just use the hack to give you the hisec key and you can use it....
It's possible but I think never done before

i remember reading something last year about some guy who managed to make something witch allowed him to pick the gun he wanted from a supply case but the only problem he had with it was he coould not determine the the lenth of time he would get the weapon
