i am not 100% on this, but what I have comprehended so far is that because Shaft bombards you with all of these distractions: girls, flashing screens, etc. , you are supposed to forget all about Shinobu except for the fact that she has blonde hair and has run away. More specifically, you and Araragi are disregarding that Shinobu even exists as your mind tries processes what is in front of you but Shaft does not give you enough time to process this with all of the constant bombardment of nonsense. Since the story is viewed through Araragi's point of view, you and Araragi believe that Shinobu has run away, when in fact, she is right there.

I think that for monogatari virgins, things start to get complicated during the Hachi/snail arc.

but, since we mouth-fed you that shinobu is best girl, you do not really understand know how to look at the problem.
