Presuming that you'll be playing games and not doing any hardcore rendering, a faster speed would be nice but it won't really make a difference when it comes to in-game performance.

Games focus more on GPU nowadays so RAM doesn't matter as much anymore. Better games require better GPU than CPU. So 8gigs is more than enough. Go for the cheaper one since you wont be needing as much RAM.
Video RAM is useful for UHQ textures.
Generic RAM is useful for opening multiple applications.
RAM speed generally isn't a factor in just about any gaming metric.
