You never bought refs you should know they just ban your ref-a-friend feature and remove some skins / champs / ip / rp.
In case you went full retard like 5000 refs they ban your account but with ticket you get it unbanned.

There are still good ways to avoid ref ban like doing refs on one server, moving it to other server and gift etc.
Everything can be banned that is true.

Still if you are not interested no need to spread fear to customers.

Well we have to understand riot. They gave us a finger to play with while some people wanted whole arm.
They abused full packet bots and even botting against normal players (found it out my own when i leveled up smurf back then and ended in 9 bots in dominion normal game ... ).

I even said it is risky. I do not hide anything.

Price is adjusted to that.
