I'm going to show you how to increase your FPS and lower your ping. For short, I'm going to show you how to fix lag. As I can assume, you're probably here cause you're lagging horribly ingame, either with low FPS or High ping. Let's fix that, shall we?
Drivers
Let's start this guide off by updating our drivers.
If you're nvidia users, goto gerforce(dot)com/drivers
If you're AMD Users, goto support(dot)amd(dot)com
If you're INTEL Users, goto www(dot)intel(dot)com/p/en_US/support/detect
Disabling core parking
DOES NOT WORK ON WINDOWS 8
The performance of the CS: GO is largely dependent on the processor. This means a person can have the best video card out there, but still be bottlenecked by their CPU.
Basically, all Windows versions before Windows 8 will try to save power by putting your unused cores in sleep mode. The constant switching on and off can give some bad stuttering issues. This program forces those cores to remain active which gives you a nice FPS increase in game.
Make sure you have a decent cooling system or a cooling pad for laptop.

1. Exctract the folder on your desktop or wherever you want
2. Launch the program
3. Press Check Status
4. Press Unpark All
5. Close the program
6. Launch CS
7. Profit

Launch Commands
Before stepping in to launch commands, you need to find out how many cores do you have. You can do this by opening up task manager. You can open it by pressing CTRL + ALT + DELETE. Now go to the performance tab. Now if you have a multi core system you should see several graphs where the CPU usage is. Write down or remember how many graphs there is.
Go to your Library and right click Counter-Strike: Global offensive. You should have a list. Click on properties and you should have a new window.
Skip the -threads command if you only have 1 core
Then click on Set launch options and write -high -threads x -nod3d9ex -nojoy and press ok. Replace the x with the number of the graphs you remembered/wrote down earlier. Also make sure you put a space between them, not commas.
So, what do they do?
-high - This will start the game in high-priority mode. This launch option can help
players with lower-end computers to get less lag and a few more fps, but it
is not a guarantee.
-threads - This will set how many cores will CS:GO use. Helps to get more FPS.
-nod3d9ex - Disables D3D9ex. D3D9ex is a D3D9 improvement which will allow you to alt-tab faster for example. D3D9ex does not affect your FPS in any way unless you're using old and shitty GPU which can't handle it correctly.
-nojoy - Remove joystick support, more ram free.
-processheap - Using this will avoid running some code that is currently causing most of the known slowdowns on long-running games. This will fix FPS drops. If you don't see any differences when using this launch option, then don't use it.
PROFIT
Now, this should help you gain some frames, but not a COMPLETE guarantee, it's all about your rig. Before I end this, there is one last thing. Resolution MATTERS! Yes, it does! If you would like another boost in frames, I'd recommend setting it from 16:9 to 4:3, then going 1280x720, or you can fiddle around with it.
