Those ID's seem to increase by 1 with every new registered account so i suggest you to better not replace the first digits with higher ones
But yea basically you can add everyone AP this way without even knowing her/his username and password so whenever they ban an account for this they can't be 100% sure if it was actually generated by the user or by somebody else. This makes it just a little bit more "interesting"

well you right.. the first digits 1278 and maybe 2 there is no reason to replace them, if all the members here will do it for 10-15 times aeria will get a little bit bigger problem then now.. if someone have an old account we could see what the ID and do it for the old(probably high ranks and buy a lot of AP) and its will be a lot effective

IP changing would not give any advantage since the limits are bound to the user id and not related to the IP.
