Solution:

Don't use personal cars, I tried to sell them for 500K$ - 1M$ Does not work!
Use cars from streets, these cars will work and you can sell them for 1M$ However you can't bypass the 45Minute timer though.

Yeah, im studying the values now and it seems to me one of the values changes back to 0 after i pressed Sell

The Sell Value changes for me to 999999, but when i press sell, i only get what the vehicle was actually worth.

Now its showing the black screen saying Rock star cant process this transaction.

Ok, leave sell open and tab out, change values, it'll change without having to hit sell again, change all values, and make sure you tick every box and sell
