Today after i came back from completed heist, my all money were gone, had around 3,000,000. So watchout on this one. Sold a few cars right before with cheat engine

Of course, there will be bans, but this guy's exaggerating things to get likes/subs.
It's not rocket science. R* is selling in-game money and don't want their revenue stream fucked with, therefore money hacks will be priority #1.
In-game disruption(Lobby hacks, God Mode etc.) are probably priority #2.
They'll probably do a widespread money reset, and only hand out temp bans for the people who went bonkers with it.
As far as trainers go, I'm guessing in-house heuristics scans to pick out the worst offenders(pretty easy to avoid if you don't rage) and send 'em to cheater lobbies(which obvi aren't even a thing yet).
