A3L Script for stuff

Hi I need some help with creating some scripts.

I need a script that will allow cops and civilians to scroll wheel on a restrained player and select an option to

A: Destroy their communication devices (removing raido and gps from inventory) as well as setting tablet battery life to 0
and
B: Make them drop all items on the ground ( or just primary, secondary's and ammo )

And to go with this a script for ZIPTIES

Zipties will be purchasable item from the market and civs can use it on players while they are knocked out to restrain, move, and put other civs that they're robbing into cars.

I need help with making these scripts but I am also willing to give an my extra steam account which has DayZ standalone on it and is un banned. or for money when I can get it.

NOTE: These are not hacks, this is for a legitimate role play community that I am planning to make.
