I'm not surprised. Microsoft wouldn't allow loop holes into their services. It was already easy enough for me to get Microsoft Office 2013 and Visual Studios 2015 for free.

I wouldn't call a CC requirement loophole avoidance. Perhaps it sheers out the kids but I half expected some people to read this have a CC.
Either way, even if it does require a CC, you can use the same one over again and it never gets charged.

Uhm... 2015 is in the Preview stage... it's free either way... When it does get released it's not hard to conjure up a way to bypass the verification stage.
