Private messages?

Hey there dear hackers,

whenever I try to send a private message I get an error saying I don't have enough permissions to do that, so I came to a conclusion that I need a certain post amount or a rank, perhaps a vip or something.

Could someone shed some light onto my issue?

Write a post somewhere else so you get to 20 and try sending someone a PM then, since you're at 19 at the moment and you need 20 to use the forum e-mail function, my guess is that you might be able to send PMs at 20 posts.
