You can't download it yet because the attachment hasn't been approved. Just be patient, and it should be approved tonight.

The link that I provided is for different versions of Express, but too many people were having problems with it. I wanted to make it a little more clear before someone posted about it.
I personally use VS 2013 Ultimate, but that's because I use it for programming, rather than just for PolyLoader.
