1.27 update fps issue

After this update i'm getting a screen stuttering every constant period of time, turning vsync on or off doesn't make any difference, is there any fix for this? Before the update i was running 1080p with 50Hz (had no stutter) refresh rate on my 60Hz monitor, after the update i noticed they added the 59Hz feature in the settings menu and no 50Hz so i can't be sure that's the reason of stuttering.

59hz has been there from the start

I know this seems simple but are your graphics drivers up to date ? that could be a problem also
