In a quick explanation:

Opera Turbo is basically Google's Cache feature, where you can view cached webpages.
But they're hosted on Opera's servers, and uber-compressed, so as to deliver the pages faster.

Works amazingly on mobile devices and slower connection speeds.

I don't notice the difference b/c of my T-1 connection, but it's handy when on a laptop/shitty school computer.
