Not sure how it's like in other provinces, but that's just for our current one which will happen in 2017-2018.

Oh man, that's such a great system to have in each country.

Depends. Elementary School and High School were always free.
University was always paid, but is now becoming free for certain people making less than 50k for household incomes.
Considering that there are about 300k people who visit food banks each year in our province, then that would be helpful to those who apply to that situation.
I guess they chose 50k cause that's the average household income.

The quality of the school depends on which school you get accepted to and choose.
Having said that, it really depends on yourself, and how well you work independently.
If you have terrible work ethics and you go to a top school; what would be the point if you are prone to getting kicked out?
However, if you have good work ethics and you go to a mediocre school then that would be different.
There's also lots of competition.
