i know your problem, its a kind of "ip ban"
nexon knows your ip and dc's you because u hacked with that ip adress
try to renew your ip adress and clean your ca folder, not just reinstall ca.
uninstall ca, delete the whole ca folder and install it again, then try to use a different ip
