Enter the transaction ID
and just follow the steps.

For the description box write something along the lines of how you purchased a game from a seller online and communicated to him through skype. He said we was gonna send it to you, but did not. He has not responded to your messages. You believe he scammed you. stuff like that

Then call PayPal right away so you can escalate the case immediately so you wait less time to get your money back.

If the 24 hours are over and he still hasn't refunded, I can help you charge back your payment

Just a quick question, did you send the payment as 'Friends or Family' or 'Pay for goods or services'
