Very simple to do

Step 1. Go to single player press ~ to open up the console and type dm to activate the debug menu....

Really? I must have experimented with it a little more. I checked after giving it a try, (clicked 55) yes it does change your rank correct but as for weapons/perks etc everything is still the same....

I don't quiet understand what this does, simply change your rank? Kinda useless if I do say so myself.
