if you use something like WPE Pro you still need a bypass because punkbuster detects most packet editors and UCE's... so go ahead and make on yourself if you think your good enough, and since over...

maybe another program is using it? try closing all your background programs if that doesn't work restart your computer and try it if that doesn't work you might have a virus preventing you from using...
