You can't, Nexon literally doesn't look at the tickets anymore. You'll need to make a new account sadly.

IP changing won't do nothing with hacking, it will just change your IP and if you hack it would just show that you hacked with a different IP address... Nexon is not dumb. If they have proof that you hacked on the account they just ban you, simple as that. If you hacked there is basically nothing for you to do.
