My .dll error for hacks is annoying how do i fix this problem

Every time i use a hack with portal (my injector) other than skaters hot-key so fat i get this error

the program can't start because d3dx9_43.dll is missing from your computer. Try reinstalling the program to fix this problem.

I don't know what it means does it mean its detected or what? Even with black hawks hack and glaciers new one pretty much any one with a menu i don't know what to do please help.
