I've got a lot steam accounts with great many games on them that are Trade Banned/Suspended/Restricted or otherwise banned. Proof of Ownership is not available on most of them as they were traded but I can guarantee the security of the account.
So why would you want to buy a suspended account? Because you can still play all games (singleplayer or multiplayer). All games can be played on suspended accounts but that's pretty much the only thing you can do on them. You can only play the games.
