alright long story short, quite a few people have downloaded the older gta files(steam version) from the previous version and have been getting the issue where when you launch your game, you get to the screen where you enter in your cd key and when you enter it it says cd key in use. this is because you downloaded the older files that were from the rockstar version, not the steam version. if you check your files, the rockstar downgrade version will have these files in it, PlayGTAV.exe, GTAVLauncher.exe, GTA5.exe, update.rpf.
the steam downgrade version will have, GTAVLauncher.exe, GTA5.exe, update.rpf
these files can be found on the original Alexander Blade's thread on the official gta website in the modding section around page 35-42.
to install these just do the following
STEAM: remove GTA5.exe, GTAVLauncher.exe from the game directory, open the update folder and remove update.rpf. now click and drag the downgraded/older version of the files in their place, GTA5.exe, GTAVLauncher.exe go in the directory and update.rpf goes in the update folder.
rockstar retail: remove GTA5.exe, GTAVLauncher.exe, PlayGTAV.exe, from the game directory, open the update folder and remove update.rpf. now click and drag the downgraded/older version of the files in their place, GTA5.exe, GTAVLauncher.exe, PlayGTAV.exe, go in the directory and update.rpf goes in the update folder. when you launch the game make sure your ethernet cable is unplugged and launch into offline mode, plug the cable back in and you should be good to go.
