Illegal? I don't know.. Rob a bank, and buy Rockstar sharkcards?
Without paying anything? You can still use the mod menus. But that will get you banned instantly. It's patched. Nothing to do. No more spawning money, without getting banned / flagged. Not sure what's safe to use and what's not, but the money spawning is definitely patched / fixed / ban-promisable.

So, the only way is either for you to gain enough real life currency, to buy Rockstars (stupid) sharkcards, or do missions / jobs / races / deathmatches / survivals / you-catch-my-drift-now-I-guess in-game, like the game's supposed to be played! .
I just got my ban lifted after 10 days. They left me all my cars and Pegasus-stuff (+ weapons, and weapon upgrades), but took all my money (with 20.000$ left).

Would NOT suggest cheat engine. That shit will get you banned EASILY. I suggest maybe playing the game for once instead of having to mod for ALL your money. Heists, missions and races. Custom made race maps are fun.
