Hi to all, first of all: sorry for my bad english, still trying to learn and i'm doing all i can for it...
I have a problem (or maybe am i retarded?) I'm trying with programming from 4 years now, every year i read the same book (thinking in c++) and the same tutorials, same method etc. But when i try to make a program more complex than some hello worlds or calculators o something for beginners, i simply can't do it. I mean, i need to watch tutorials, guides and so on to understand it (and i can't even understand it at all)...
So... Am i retarded? I say this because if i read the code or flow charts i still can't understand certain programs...

Every year i search trough all the forums of this world to search the best ways to learn, and still nothing, what the hell can i do more?

O.P you already spend to many time doing the things wrong... Stop reading/watching too many stufs, go play with your codes day-a-day. Get one of those free coursers of universities and watch class by class... I think MIT have that.. it's freeeee
1. Get a book.
2. Read a chapter/section.
3. Do the examples/write the code and play with it.
4. Research more about the specific topic.
5. Go to step 2.
I already read 3-4 books from my school (4° year of informatic course) and i already did all you have listed...

After that, following all exercises, doing all works, you can't write c programs to do simple tasks... sorry dude. But maybe coding isn't for you

Here's my advice. Fuck it, you read books. cool. You say you can't make more advanced programs without following tutorials step by step. Cool. I suggest you start trying to program something you personally find interesting. Don't try and make the next adobe photoshop or anything but go for like an auto clicker... or something like that. Don't look for any tutorials or guides. When you get stuck with something go on google and find out what library/function call you need to use. Keep going from there!

Hate to say it but maybe programming just isn't what you're meant to do. Not everyone can do everything in this world.
