People argue computers are best, but you have to think about it like the average person.
For a PC, you're going to need up to date hardware to run certain games, and even then some games won't be able to be run because you could be lacking on the GFX side.
For console all you have to do is own the console and buy a game and then boom the shit works.

I think Xbox tweeted that just for shits and giggles though. Xbox players will continue to play Xbox and PS players will continue to play PS.

I completely agree but you don't need up to date hardware. The GPU in the PS4 is quite weak and outdated. If you want the exact same performance on PC you can get a GTX 660 which is ~$100.

Could I run games similar to The Witcher 3 with that? I'm saying games require different levels of graphics (Which is true you can't argue with that statement).

Yeah. PS4 runs it at 900p 30fps and the GTX660 at 1080p 30fps. The GTX660 is very similar.
