I've managed to collect 2 100% IV Magikarps though Gyrados is a bit lack luster when it comes to Pokemon Go, I can say I've got a 100% Dragonite at level 34, and two other Dratini @ 98% IV as well. So I've made well off until bots went down.

Most bots have an innate way of telling you. Otherwise, there is an IV calculator which utilizes the known stats and power up cost to determine it.
