Need a programmer for a texture size limiter and fps limiter

Hello MPGH community,
i need someone, who can made a texture size (resolution) limiter with a fps limiter for directx 9 based games to safe video ram space.
It must be a d3d9.dll and a config file, these i want so simply copy into my game directory.
In the config file i want to set the texture size limit like "128", then it will downscale the textures are
over 128 pixels like 512x512 or 512x256 to 128x128 or 128x64.
And i want to set in the config file a ratio for downscaling of textures that are under my limited texture size, like "0.5",
that means, that all textures under the limit are downscales to 50 percent.
And i want to set a frames per second limit, like 30fps.

Here is an example how can look the config file.

texlimit=256
texratio=0.25
fpslimit=60

If who can made it, please answer, and if it's difficult to do, i think that i can pay a bit with paypal.

I searched on google, if exists a tool like this, but i didn't found it.
I have no plans how to programming, yes i'm dumb, so it's useless to use a tutorial, i think it needs over years to learn it.
I think that i can compile code, but nothing more.
That's the reason that i'm searching someone, who can made it.

if you got no interest in learning then why would others do your work for you?

Because i'm sure that people here are ready to help!
If i learn how programming, that wont would be worth for this one thing.
Because if there was an finished tool for this, i never had asked for it here.
If who want to help me, he can message me or answer here.

First search in google for "c++ get pixel from image" because you are work with this pixel to change textures (collections of pixels) about frames no have idea
If nothing makes sense to you, I advise looking for any freelancer site
