You dont need a VPS to host a server without hamachi, you can just portforward the server. I would 100% recommend doing that as it removes the limit of the amount of people that can join your server. Its also pretty easy just look up a tutorial

You can make your server without Hamachi for free, just use a DDNS service. Actually, some routers have it built in, but I use a program for my testing server hosted on my computer. The easier you make your server to connect to, the more players you will receive.

Well I've only used an external DDNS, not one within the modem itself. The static IP is what you are hosting the server on, it is your offline IP, the IP that is given to you by your modem. If it is not static, meaning subject to change, then the DDNS will still attempt to use the old address. Players will not be able to connect to your server as they are put through to an in-valid IP, and you'd have to manually change your DDNS settings every time your offline IP changes.
However, this is my experience with external programs, I'm pretty sure you still need a static IP.
